Default Unable to start Pro Tools First

I keep getting an error every time I start Pro Tools First:

//./pipe/com_pacep_eden_licensed_authorization

I have read other posts and they keep telling people to post their specs:
I built my own computer.
Case: CoolerMaster HAF 912
OS: Windows 10
Motherboard: ASRock Z77 Extreme 4
Processor: Intel I5-3570k
Ram: 8GB
GFX: NVIDIA GeForce GTX 970 SC

Is your computer currently connected to the internet? The message implies that it can't reach the necessary server.

Beyond that, here's a checklist, but much of it is guesswork on my part:
  • Have you created your Avid account?
  • Have you installed the iLok license manager?
  • Have you moved your Pro Tools First license from the "cloud" to your machine or iLok2 dongle?

Ok, I am installing my ILOK License Manager.
How do I move my license from the cloud to my computer.
