As others are pointing out... you need to nail down some decisions here then build the rest of the system around that. I would ditch the old E-MU interfaces in a heartbeat. Pick an interface. Two analog inputs is a start. But all the other stuff you need to look around at. Need s/PDIF in or out? ADAT in or out? how many DI inputs? How many headphone outputs? Built in hardware monitoring? Built in effects on hardware monitoring? Monitor control features? Something as fancy as UAD Apollo interfaces with DSP processing? What latency do you want (low latency will push you to Thunderbolt, and possible challenges on Windows. etc. etc. Look around and maybe call a sales critter at Sweetwater or Vintage King.

There are folks that build Pro Tools compatible PCs that can pretty much guarantee stuff works. But for low-end uses like these with some care you should be able to get setup fine with research and care by you, but if you would rather just pay to know stuff will work then options like Pro Tools PC https://www.pro-tools-pc.com.
