Pre Fader Metering Setting

I'm just curious ....
Why is the 'switch' to change meters back and forth from post and pre fader located under the Options Menu, Rather than the Preferences Metering Tab. It's not like there is a short cut key assigned to the menu item to toggle back and forth in real time? Just wondering why a metering setting wouldn't be on the meter settings preference dialog box?

For one thing, you can switch it while playing back, which is how I do it from time to time.

That's my point, why not have a shortcut key assigned since the switch lives outside of the preferences tab. This reminds me of how much I prefer to assign my own key customizations
