6.4 Upgrade CPU spikes

Recently upgraded my LE to 6.4 w/10.3.4 os. Prior to this I could run with appx 6 C1's and 6 Q3's plus a L1+ with no problems, using the default playback settings. After the upgrade I can only now run 3 C1's, 3 Q3's and an L1+ plus having to adjust the playback to 512/90%/Level 4. If I load up any more or decrease the playback setting I get CPU spikes that kill the playback. Even though the usage bar is only showing 25% at most.

Any thoughts?

I've played a funny game with v6 and Waves. I keep changing the CPU and buffers back and forth till suddenly, I get loads of headroom for the CPU. It doesn't make sense, but something needs to either stabalize or unload. Maybe this is a Waves issue. I found this when I was trying to load Waves Mixing and Mastering course. I could only run half the plugins in the songs till I went through this senario. Once it 'stabalized', I could load any session and they would each run full up. When I rebooted PTLE, everything was back to suck. This is on a dedicated MusicXPC 2.8 running PTLE v6.4cs6&9, Waves Platinum v5 and IR-1v5. Makes no sense. Try running a max'd DaveC session and then open your session. Seems that worked last time I tried this. Personally, I think PTLE6 is a terrible release overall. Some nice feature, sure, but inefficient as all get out and some very strange bugs (try using D-Fi and mess with the knobs a lot, then bypass it; it will continue being active).
