From the Digi Admin...

"Delete the file named "Digidesign DSP Manager" that was installed by the EQ III installer. (just do a find on your hard drive for the word DSP and it should come up)

Also emove the file named EQ III from your Plug-Ins folder.

Then reinstall Pro Tools LE 6.1, and you should also update to 6.1.2:
http://www.digidesign.com/download/612/

That is the last version of Pro Tools that will work with your system, 10.2.8 (Jaguar).
If you want to use the EQ III, you will need to upgrade your OS to Panther."

just noticed my error message is a little different now. It now reads "... Pro tools could not be launched because of a shared library error: "A<Pro Tools PPc dbg><Pro Tools PPC dbg><DAE><FicSetOverviewBuffer>"

Just noticed i'm now getting a new error message - "...not be opened beacause of a shared library error: "A<Pro Tools PPC dbg><Pro Tools PPC dbg><DAE><FicSetOverviewBuffer>"

Wow. I just finished going through this nightmare. I tried all of the other basic trouble-shooting techniques before finding this post. The suggestion offered by Digidesign Tech support below, did the trick. Thanks Digi for the help.

So, has anyone gotten EQ III to work with Jaguar? I guess I was going to upgrade OS anyway. But shoot, at this point they are about to release Tiger. . .oh well.
