transferring software plug ins...
I'm trying to set up a new PTLE system for occasional use on the road...
I already have a studio based PTLE system with everything up and running, including an ILOK with registrations for production software like bomb factory, joe meek, sans amp, voce chorus/spin, cosmonaut voice, maxim, telray, moogerfooger, kitchen sink and whatever... for the new system I've got the laptop with an Mbox Pro 2 and another ILOK with registrations for the same bundle of production software.... but what I can't work out is how to get the software installed on the laptop...

You just run the software installers for each product...
or am I misunderstanding your question? Also, why did you get another iLok and second set of auths? The whole purpose of the iLok key is to only have to purchase the plugins once, then use the SAME key on all of the systems that you use. or am I misunderstanding what you need to do?

My previous PTLE studio based system ran on the Mbox 2 Pro, and I bought an ILOK so that I could use the extra production software that I had also bought...
I recently replaced the Mbox 2 Pro with an 003 mixer (which came with another ILOK and another bundle of production software), so I had a spare bit of PTLE hardware, plus the ILOK... hence the decision to get a laptop for a mobile rig... does this make sense so far...? so I'm now wondering how I get the software onto the laptop...? do I have to download them again...?

Yes, you will want to download and install the Factory software bundle that corresponds to what is on your iLok. Make sure to use the Factory bundle installer version that matches your installed version of Pro Tools.
