Workspace: Catalog Folders

In the manual, it states that you can create new subfolders in a workspace catalog using the browser menu (upper right arrow). That option doesn't exist in the browser menu. I can right click within the catalog, however, the only option I get is to create another catalog within that catalog. Also, if I drag a folder of files from one workspace into a catalog, it creates another catalog.

Is this expected behavior? Are catalogs and folders the same thing?

Nevermind.... it won't even let me create a subfolder (or sub catalog) at all. Just lets me drag other folders in. So I can't organize anything this way.
