Default Command Focus Mode Problems

I'm trying to use Command Focus Mode. Only some of the commands work: The Trimmer/Selector/Grabber/Scrubber and Pencil tools work, as well as some of the commands on the numeric keypad. I have CFM highlighted next to the groups window. Any ideas as to what's wrong?

Also -- there are two places CFM can be turned on. One is in the Mix window, the other in Edit. Are these the same, or do they reference different CFM settings?
