Default Grid mode editing in midi editor problem

Anyone verify this for me? I am using 10.1.3 on OS 10.6.8. This is an HD3 accel system.

I start editing midi notes in the graphic editor and at some point the cursor no longer responds to lining up with the grid. I thought at first it was the smart tool, but when I switch back and forth between selector and smart, it works for a bit and then it's like I am in slip mode and I can click the cursor anywhere without lining up to the grid.

Maybe something is different about this now, but I always used to hard lock everything to the grid.
