Default overlapping regions

whenever I drag a region over another and then move it away again, it appears to have deleted whatever was in the underlying region. How do I overlap without affecting the underlying region? For example if I try a cross fade, and decide I don't like it one day, it appears that if I remove the fade and move one of the regions, the underlying one is altered.
