Default Create a DC offset

I am using Pro Tools for some hardware testing. Is the signal generator able make a sine wave with a specified DC offset? If not, is there a plug in that would do this?

No. Signal generator can't.

If you are trying to create an offset, you want a DC bias plugin. Usually those plugs are for correcting tape issues and not making offsets but I'm sure they could be "abused" for your purposes.
