Best Practice: Uninstall or Overwrite with a new version?
I have 2023.9. What is the recommended option for installing newer versions: Just run the installer and overwrite the existing version, or uninstall first, then fresh install?

You can just run the installer. It will take care of uninstalling anything that needs to be removed.
