Default Digi 003 Power Up Flashes

This might be a strange/dumb question but is it normal for my Digi 003 to Flash all of it's lights 3 times and make clicking sounds when it is initially turned on ???
It's as if the power is being turned off and on 3 times in a row for some reason.

I have it plugged into an ART power conditioner and never experienced this with my 002

I just got an 003r and it does the same thing. It's been operating without a problem so I'm assuming thats normal.

This is happening with my 002, and not working. I know this is a common problem, but I searched and couldn't find a pinned thread or anything about it.
What's the official word on what to do when it won't power up properly and just clicks endlessly?
