Default TDM error -7204 using HD3 and Logic

I have just got a HD3 accel system and all is good except for this 7204 error which keeps comimg up
when trying to load filterfreak or ex24 or any other direct-tdm plugs. It says DSP is probably maxed out when
there are at least 3 empty chips on each DSP card. I'm working in Logic Audio 6.3.3 @ 96K . Has any one else experienced this?
System
G5 1.8
HD3 accel
192 i/o
1.5G ram
OSX 10.2.7

ok , I worked it out , once steammanger hits 100% its game over for direct plugs, tdm does not allow another chip to be used.
