Delay latency problem in pro tools 12 with Izotope plugins

I have recently got a new workstation and system upgrade.
now that im trying with new plugins such as Izotope rx5 and Ozone mastering plugins, i found out few serious problem that would effect my workflow.
I"ve tried few things to fix it and it did not work out.
first of all, i enabled delay compensation on the option menu as well as the host delay compensation, it helped to fix the delay about 70 percents and not more.
Currenly, i'm working in a post production company and it's really important to reviewing my track in real time. is there a way to fix the delay perfectly without moving my regions back and forth and not effecting other trakcs?
And there is one more problem. It's really really weird that i'm getting choppy playback bar and main and sub counter display.
It seems like it's working just fine whem i'm not moving mouse cursor, but since i started to move my cursor around the playback bar and main and sub counter display gets choppy.
I believe it's not processing or memory problems since i got them upgraded recently. specs are downbelow
