Default Free shipping on 7.3LE upgrade/Xpand purchase?

I noticed that they have Xpand included for "free" when upgrading to 7.3, but there appears to be a $9.95 shipping charge added on to my order if I decide to purchase it. However, the top of every Digi store page says " FREE Ground Shipping on all US orders over $40!" and don't see any link to or note of exceptions. The upgrade is $49

So what's the deal here?
