There was a write-up in Sound On Sound Feb, 1999 that tells the whole story. It wasn't done with AutoTune or any other pitch correction device.

The did the edits in Cubase VST, used a Korg VC10 analog vocoder for the initial inspiration, but in the final mix used a DigiTech Talker coupled with a Nord Rack as a carrier signal.

yea that sounds like you could get that effect with the talker and the nord synth...but wouldnt antares get sued for false advertising..or just using her name in their product...in the handbook for the avp1 which is a rack mount device with auto tune and mic modeling and others stuff too..but it states that the cher effect is an auto tune effect and they even show you how to get that sound...

i have the avp1 from antares and if you tune the speed to zero and sing the line of believe...it will mimic the effect exactly...but cher i dont really think it has anything to do with her ability....i think the effect was an accident and then they decided to keep it...if you notice when you hear the song...the effect is only in certain parts not the whole song...
