PLTE 7.3.1cs4 will not open - login/startups folder issue?

Mac G5, 10.4.10
PLTE 7.3.1cs4

I was having Mac issues (separate from PTLE) and removed all login & startup items folders per the Mac tech's recommendation. Since then PTLE won't open.

*I've already completed the fixes noted in the stickies above*

I still can't get into PTLE. Any ideas? Does PTLE require something in the login & startup items folders in order to open? Please assist; my next move is to call the PTLE help line for $3 a minute...
