Default the ruler who indicate the record level

the ruler who indicate the record level beside the io settings is very narrow in protools why is that.

It just represents the limits of the waveform. If you zoom in on the waveform (vertical zoom) then the ruler markings also expand. You are currently zoomed out which is why the ruler markings and your waves are small.

Interesting I've been using Pro Tools for a long time and I thought it was just a "click target" for waveform zoom.

Yeah... it's pretty much that. I don't know anyone who uses it as an actual "gauge" for record levels when the meters are right there (and more important). But that is what the ruler represents (and can be useful if the waveform sizes are out of whack which can happen if you single track zoom)
