am considering Pro Tools 11 on windows, is the focusrite saffire pro 40 compatable?

Yes it is :)
If you are on a PC I would recommend you first check out that you have a compatible Firewire Adapter via this Guide. If you are on a Mac you are fully compatible either through existing Firewire Adapter or the Apple Thunderbolt to Firewire Adapter. Best regards.
