Default Pro Tools did not shut down correctly

A couple of week ago I started getting an error message when trying load Pro Tools. The message says:

"Pro Tools did not shut down correctly last time it was run. You will need to reboot your computer in order to run Pro Tools."

It doesn't really matter how I shut it down (file/exit, clicking the x in the upper right corner, closing the session and then exiting from Pro Tools, etc), I always have to reboot to get pro tools to load, even if I just booted up the computer.

I'm running Windows 10 with Pro Tools 2021.3. Is anyone else experiencing this? And if so, any suggestions how to fix this?

I've been having restarts each time updated firmware software etc and still first time shutting down restarts then second time shuts down normally.

This came down to plug ins that don't exit properly on my DAW. I tracked one of them down which was tied to an external hardware device. If I turn the device off prior to closing PT, it hangs. Also midi devices can cause this as I had one keyboard that that did a similar thing. Just a couple of ideas on where to look.
