Pressing Ctrl+Shift causes keyboard to malfunction

i'm experiencing something completely crazy:

If i press Ctrl+Shift, then the computer qwerty keyboard stops responding with the correct characters. For example, 'z' becomes ';', 'q' becomes ''', 'x' becomes 'q', and all sorts of other wierdness. And when I press Ctrl+Shift again, it switches back to the normal behaviour.

I'm new to PC pro tools systems. Is this a thing in Pro Tools or the whole operating system?

d'oh.

just learnt about keyboard modes. English is the only language installed, but for some reason it was toggling between us an dvorak keyboard modes.
