Will PT 7.3 sessions open in PT 7.1?

I only see an option for saving as 5.1 -> 6.9

Yes, it'll work. Any 7.x session will open in any 7.x version.

I haven't been able to open any 7.2 (TDM) sessions with 7.1 (TDM).
When I "saved a copy in" as a .pts (created on a 7.2 system), it worked, but the same session as 7.2 .ptf didn't.

I am not sure that is actually the case. When I tried to open a 7.3 LE session on a 7.0 HD system a dialog popped up saying something like "This session appears to be from too new of a version of ProTools..ect" and would not allow me to proceed. I had to save a copy that was 5.1-6.9 compatible in LE to get it to work. When the LE systems were 7.1 there were no issues.

That sounds like an issue that can occur when using Pro Tools HD 7.x versions below Pro Tools HD 7.1cs3.
