Need File Conversion Help?

I'm doing some voice work for a phone company and they have asked me to deliver their voice files in digital format, 8,000hz 4 bit mono on ADPCM format.
I have Pro Tools, of course, as well as sound edit 16, cool 96 and Sound Forge XP, but I can't find this combination on any of these programs to convert to those specs.
Does anyone know of a program that will convert to this. Why would anybody want to is the obvious answer, but the clients seems insistent so I've got to deliver it somehow. Thanks!
