Are you talking about Windows Defender as well?

If you're going to uninstall antivirus, you'd better disconnect from the web first. Not a convenient solution. I have PT with a couple hundred plugins installed on an internet-connected Win10 machine (four year old i7) loading from old fashioned spinning discs with ESET Internet Security. It takes about 2 minutes to start up. Slower than Mac, but not terribly long.

Look for the usual suspects: CD/DVD in a drive, Floppy Controller in BIOS, etc.

Is it hanging during startup when initializing MIDI devices? If so, it might be timing out looking for one or more MIDI devices that are not active.

I had this issue for years. Never did get to the bottom of it. Then I eventually got a new interface and the issue disappeared.

PT 2018.10 takes about 18 seconds to start here, and another 10-15 seconds for the session to start.
But that is on my new i9-7940x rig. On the old I9-970 rig it took around 40 seconds, and then 20-30 seconds for the session.
