Default Insert Midi Program Change

I am trying to input midi P/C commands. In the past this was easy, but with 2202.7 on Monterey I have to click on two OK boxes before being allowed to enter the number.

The prompt is "midi server bank, patch or mode information not available for this MIDI instrument" How can I get rid of this and go back to normal?
