Default MIDI Editing - Questions

1. Is there a short cut to selecting, say, every note on the "and" of each beat(every other 8th note)?

2. I want to change the velocity of a group of selected notes and keep all of them within a certain range. Until now, I've been assigning a velocity and percentage. Is there a better way?

I see that I can have the velocities change gradually from one point to the next, so I'm hoping that I can set ramdom velocity values in a similar way.
