Default High noise level

I finally learned how to use the program to record this week. What I found was a very high noise level. This is some kind of electronic noise, kinda like a motor running. I first used my laptop (500 mhz celeron, win 98 se) and then tried my desktop (333 AMD K6, win 98 se) and found the same problem. I tried using both a headset with a mike built in and a high quality condenser mike. Any idea what this noise might be and how to eliminate it?
