Default Missing MIDI clips after changing sample rate

When saving a session from 44.1KHz to 48KHz using "Save copy in", no matter what I do there's a few tracks missing a few midi clips. I've tried everything, consolidating clips, duplicating tracks, etc.

If I create a new session and use import session data I have the exact same problem on the exact same tracks.

If I do the same thing but save or import from 44.1 to 44.1 it works fine, it's only a problem when the sample rate is changed.

I've just upgraded to 2021.12, the problem remains.

I'm having the same issue, except the midi clips are there but the notes are missing.
