Need help buying a PC

I need to get a PC for my M-Box 2 w/ PT7.4. I am on a very strict budget here($500 for PC w/ monitor). I was looking at the Dell Inspiron 530s but am concerned with the noise factor. I'm also a bit leary of buying used off of E-Bay. Any suggestions?
