Where can I find up to date good quality Hip Hop and R&B Instrumentals?

I am not sure what you mean. Do you mean beats that you can cut up and rap on your own? Or just hip hop instrumenta tracks, (meaning biggie without lyrics), or something like it. If you are looking just for beats, and you want them for free, than it's going to be hard to get any. If you are willing to pay from a little to a lot, there are tons of sites dedicated just to selling beats.

I guess my question is, what do you want them for?

I'm looking for the beats without the lyrics. I want to put together a mix tape with some of the lastest Hip Hop and R&B beats with some of the local Atlanta rappers rapping over them.

Record Labels usually have the instrumentals on 12" vinyl records for DJ's. Some may only be on PROMOTIONAL copies of the 12" vinyl and not in stores. These same records sometimes contain remixes of the song.
