Pre fader Send from an Aux Track Keeps muting?

When I solo a track on PT (e.g. backing vocals) any sends from Aux Tracks (e.g. a Drum Set sub mix being sent as a headphone Cue) becomes muted.

I have all cue sends set to pre fader and the Aux track (i.e. Drums Submix) is on Solo Safe Mode. I also tried putting the send in solo safe mode and that did not help either.

However, if the send cue is coming from an Audio Track there is no problem.

Anecdote: Today during a Backing Vox Overdub session I soloed the tracks being recorded (to hear their quality from the control room) and when I did this the talent said that they couldn't hear the drums.

I'm going to guess that this is what happened:

You have a drum submix. You are using a prefader send on that submix, to an output, for the cue mix.
The Drum submix is solo-safe... But the tracks that feed it are not.
You solo something, and the drums drop out of the cue mix.

Is that correct? If so, the problem is that soloing anything will cut the individual drums. The drum sub is solo-safe, but the tracks that feed it are still being cut.

The fix here (the way I would do it ahead of time, anyway) is to put pre-fader sends on the individual drum channels - everything if it's a cue mix for a drummer, just kick snare overhead if it's anyone else... Then use Copy to Send, so the send levels match the submix.

If I'm wrong about the reason, apologies for the long-winded response.
