Default 5.3.1 conflict with Premiere

I have just put together a new system running Windows XP (all service packs and updates current)with Audiomedia III installed and 5.3.1.
I am trying to run Adobe Premiere 6.5 and After Effects 5.5.
Neither video program will start with PT program files in place. Both work fine without the PT application installed. Neither seems bothered by the extensions, drivers or hardware present.
Any ideas?

Hi Veck,

Do you have the Wavedriver installed?

The Wavedriver is not currently installed. At least, I don't think it is. I am new to this OS so I'm not sure how the downloads work. When I downloaded the wavedriver and unzipped, I'm not sure where the files go.
There is no set-up/installer visible.

I thought you needed to have everything in place before installing wavedriver. Could this missing item cause these programs to fail in initialization?
On a possibly related note. I tried a couple of things before trying to play any media and now I cannot lift the volume fader for my regular sound card for more than a couple of seconds.
Any ideas?
