Is the annual upgrade plan a perpetual license?

AFAIUI:

An Annual Upgrade and Support Plan is for Perpetual Licenses - if you don't pay you stay at the version of Pro Tools you have at the end of the term and Pro Tools keeps working.

A Monthly/Annual Subscription plan is a rental license - if you don't pay at the end of the term, Pro Tools stops working.

In other words you are subscribing to perpetual upgrades as opposed to subscribing to Pro Tools.

No you don't lose the perpetual license.

It's best to look at it like a rental license verses perpetual licenses, once the original agreement is over the rental license is taken away

You have a perpetual license it will never be taken away

That being said, you may let the subscription plan run out and you will not get new updates but the license itself will never stop working or be removed from your account

You can update that to PT12, which comes with 1 year annual updates....

My PT10/11 bundle was $99, no support just 12 months of PT updates

Support plan licenses are non-expiring whereas subscription license stops working after expiration date. Its just that if you dont renew support plan you dont get updates and getti g back to the plan has a penalty. As far as Ive understood ot

So you're on a plan right now, no?

I have a perpetual license too, but if I don't renew my pan next year, I won't be able to get anymore updates. My PT12 license will never expire however. If I want to make sure I'll get PT13 or 14 when they come out, I have to make sure I stay on the plan...And then my PT license will be updated as well.
