Default time lock for midi notes

is there a function to time lock midi notes, like the one for locking regions ?

Not individual Notes but you can lock MIDI Regions/MIDI Clips.

You can switch a MIDI track from Tick-based to Sample-based. That will keep the notes from moving if you change the tempo. Is that what you're looking for?

No what I am looking for is a way to move non quantized Midi notes across the keyboard and still keep their exact position in time.

press Shift before moving them up/down

Check out "Relative Grid," which allows you to do that to notes or regions.

Ahhh... yes as gdugan has pointed out use Relative Grid Edit Mode.
