Default snap crakle and poop? with 003 rack?

Hi all I just upgraded from 001 to 003. Every time I power up the 003 the lights blink several times and make a "snap or crackle" sound with each blink. I was hoping another 003 user could let me know if this is a normal characteristic for 003 or what.

These pops are a normal sequence the machine goes through on power up.
