Woh! Haven’t seen that since PT 8! What version of PT are you on?

Take a look at these guidelines for a co-install. It’s important to install each application in the correct order.

More to consider:
1-if your iLok has an old MP3 option license on it, try deactivating it(maybe its confusing things).
2-my Plugins list does not show an MP3 item, but honestly, I'm not sure where it would be(it may not belong there anyway).
3-I just did a search of my C: drive and did not find that exact file. Closest thing was MP3DMOD.DLL and that was found in 4 different places, but none of those were in Avid-related folders.

MP3 export was a paid option for an absurdly long time. Maybe Avid is going back to that

But I'm also guessing the co-install has something to do with it.

WOW!
Did people just use FFMPEG to transcode to MP3?

I still use an ext. converter as I think LAME encoding sounds better than the Fraunhofer codec which is what PT uses.

Sure, it’s an extra step, but it’s hardly the end of the world.
