Default Shifting Samples.......How it works

My question I hope is relatively simple. What I need to know is when you Command + Click on the track and it tells you the delay is 64 samples, does that mean that track simply needs to be shifted back 64 samples? Or is there another way to determine how much a track needs to be shifted? Also what are the nudge forward and backwards commands?
