It's referred to in an error message you get when Pro Tools can't handle a bounce to disk.
Do a search on "Bounce Handler" (with quote marks) in the Answerbase linked below.
Also in the FAQs linked below in the Pro Tools 5.1 FAQs.

Hey Bruce,

We miss you on DAW-MAC! So tell me, why is there a feature called "convert during bounce" when even my dual 500 G4 can't handle it. Is it designed for some future machine?

I use convert during bounce with my G-4 400 with no problem. I do put PowR dither on the master fader. Don't know if that makes a difference.

From what I have learned, certain plug in windows "open" at the time of the bounce, causes this 'bounce handler' problem. Particularly waves PAZ. Digi is addressing this.

A point of interest.....I successfully bounced a 78 min. session (24b-48k +24trks)....while converting during bounce to 16b-44.1k....from a FIREWIRE COBRA + drive!! (bouncing to the Firewire) I tried the same setup from 2 SCSI 10k rpm on a dual port ATTO.....The system would not even allow a bounce of any kind to any volume period! I had to bus to a stereo audio track!! This is on a G4 533 Mix ++ system!! HMMMM......
