Workspace Window Always Appearing

has anyone else had an issue with this?

every time i access the "workspace" window, it will ALWAYS be the first thing to appear when i launch Pro Tools during my next session. (even before the main session setup window appears.)

is there a preference setting somewhere that ive missed that will keep this window shut off?
