There's a preference (in the MIDI tab) which allows an external MIDI device to tap in the tempo, but I don't know that PT allows you to alter tempo on-the-fly as the playhead is in motion. It tends to want to follow the existing tempo map.

Make sure your not in conductor mode.
Double click on the tempo number in the transport so it’s highlighted. Now you can tap the T key to enter the tempo.

Yes, but if someone found a way to hit that T with a footstep or midi controller, I would be "eternally" grateful

Don't see why Keyboard Maestro couldn't do it
