Any advice on how to create the iPhone Siri vocal effect?

There is no effect. It's a combination of voiceover and synthesized speech.

If you want something similar have your voice talent record the script in separate phrases then individual words. Do multiple takes to get every inflection you can think of. Then cut it up, re-assemble and load them into Melodyne. It will still sound nothing like Siri but it might work for your use.
