Default Intel Turbo Boost causing problems with PT 9? Anyone know how it be turned off?

Hi,

I have a new Dell Inspiron 17R laptop with an i7 cpu, 4gb RAM, an SSD HD, and an external 7200rpm USB 3.0 drive as the record drive. I get a horrible crunching digital distortion sound when I try and playback or record at 128 samples H/H Buffer. Avid suggest turning off the Intel Turbo Boost on the sandybridge processors, and that the option should be in BIOS. It isn't. Has anyone else suffered this issue, and do they know how to switch off Turbo Boost? I googled it and people suggesting setting the windows power saving "CPU maximum" to 99%, as apparently the Turbo Boost only kicks in when one CPU hits 100% load. According to the Turbo Boost monitor however, the turbo boost is still happening, with the limit set to 99%.

Another thing I have noticed is that the MobilePre only works in a USB2.0 slot. That can't be right can it?

Things I have tried:
  • Updating drivers for MobilePre
  • Updating all windows 7 drivers
  • Updating all graphics card updates
  • Installing all PT MP 9 updates
  • Updating BIOS of laptop
  • Upgrading from PT8 LE and Mbox1 to MobilePre and PT9 MP
  • Playing and recording directly from and to the SSD drive to prove it's not a slow drive causing the problem
  • Trying the record drive in USB 2.0 and USB 3.0 slots
