Why revert all the way back to Catalina (2 generations of macOS ago)? If the plugins worked in Monterey 12.3.0, wouldn't that be a better platform and position you for future releases. Looking a some of your older posts, it seems you have been having other problems upgrading from Catalina also, I know production deadlines are important so do what works for you. When time permits, you might want to do a clean install of macOS, Protools, and plugins. Migrating or "insitu" upgrades are prone to bring issues along to the new setup.
