Default .midnam / .middev files

All,

I have searched this board to find information about how to edit/create these files in Windows, but all the info I have found is using cherrypicker in mac osx.

I am trying to create one for TC-Helican VoiceWorks and edit an existing Roland Fantom X8 file to include some optional expansion cards.

Any help??
