Lost All Keystrokes on Macbook Pro

Hi All i seemed to have lost ALL keystrokes on this macpro....Incudin not only pro tools keystrokes but ALL compter keysrokes...(its not my normal rig i wonk on...what would cause an issue like this and how can i fix it ?.
Do i back up the whole contents of the computer and do a clean install ?
Any help GREATLY apprecitted !
its a 13 inch macbook pro 2009 running el capitan...2.26 ghz intel core duo

Is it the onboard keyboard or are you using an external one? El Capitan has known USB issues that affect keyboards and mice, especially if you're using a USB hub, but if the on-board laptop keyboard has stopped working that's a different thing entirely.

its the onbaord...all keys work fine...but any keystroke does not...(pro tools and other ) ...even command delete on this desktop doesnt work

1. Perhaps the previous user has set up a lot of shortcuts for which are overriding the normal ones:
System Preferences/keyboard/Shortcuts

2. Is a macro program (e.g. Keyboard Maestro or Quickeys) running which is overriding the normal shortcuts.
