Default Guitar tuner for PT8
Not a big deal I guess but is there a tuner plug available for PT8?

the presets don't work. I just get factory default. Is this a TDM thing?

What about a tube-amp effect whilst attempting to tighten the top e string?

If you want tuner presets, you can get StroboSoft. It can run in a VST -RTAS shell...

Bomb Factory tuner, free with Bomb factory free plugins. Works reasonably well.

If you not seeing the BF tuner check the unused plugs folder.
