No, it's whatever the broadcaster tells you it is. It's not "digibeta = -10" and it sure as hell isn't "HDCam = -10". they can both and do go all the way up to 0.

Thanks but I don't deal with broadcasters. Done a couple of short docs that have gone to broadcast but they conform the mix @ the network. Also do a lot of local spots (no specs req'd) My one client who ever asks for digibeta layback does it in another facility. I've spoken with them and they want the mix peaking under -10dBFS. So for our needs digibeta is -10. I havent done HDcam yet but will be in the coming months. Don't know whos doing the layback though. We mainly mix for theatrical festival releases or internet. Anyways, been getting by just fine with our calibrated room, those specs and phasescope. I usually just tell Compressor that dialnorm is -31 turning it off. If the program is a doc or "broadcast style" like a indie sitcom or something, I will tell compressor the LeQ(a) that Ive mixed to, usually around -27 to -24. I would like a meter with something a little more accurate and detailed. Will keep looking. Cheers.
