Well that could work to move song sections around before underlying playlists have been comped (could be a very dangerous tool), but I think there is a more elemental need that should be addressed...

Deleting time using the Cut Time command does not affect hidden playlists or hidden tracks, unfortunately. As far as I know, the only way to ensure that those regions get moved with everything else...

You probably have zoom toggle on accidentally. It's the little rectangle button below the magnifying glass.

Well that's the thing, Cut Time does not affect hidden tracks or hidden playlists.
