I understand you are on windows, so I tested my Axe Edit III and Pro Tools 2023.9 on my iMac 27 pro (Intel). Ventura.

I was not able to reproduce the problem. So it may be a Windows issue.

One thing to check, as this happened to me a year back, is that, this can be a symptom of questionable physical RAM errors. Do a ram check with the Apple system tool, see if the simms come back...

Update:
Support came through (Thank You) after some back and forth, and cancelled the error purchase, and thank God my perpetual license is fine (was scared of that getting twisted during all this)....
